battery charger

The current solution is to charge the batteries with an external battery charger. This solution has the following issues:

• the high charge currents cause voltage drop on the incoming leads
• there is no protection on the charge connector
• part of the charging current is lost to powering other modules (RPI takes 7W)
• the only way to power the rover is via batteries.
